Shipping from U.S. to Canada

How do the customs and brokerage fees work when shipping a package to Canada from the States? Is it solely based on the declared value of the package or are there other factors involved?

I just learned the hard way. Got hit with $85 in fees and who knows what for returning a box 6x6x6. $70 worth of product I was returning.
Use USPS. MUCH cheaper.

It's based on the taxes on the value, any duties required and a handling fee by by the respective shipping company. USPS/Canada post is fairly cheap. Ups is expensive and FedEx is sorta in the middle.
