If they are running the endurance race the next day, the bike has to be fully prepped to N2/WERa endurance standards already which far exceeds N2 advanced standards.

Should be fine but I am not a N2 tech. I wouldn't think twice about running it. Does not look like structural integrity is compromised and the frame is going to implode going into the kink on the back straight of the old course at PIRC

A heat gun is like a hair dryer that gets blows really hot air. You wouldn't want to melt the tubes, just get the plastic warm to make it kind of moldable. Can you take a picture of what you are dealing with? i wouldn't think cutting the tubes would be prudent as you wouldnt want any air leaks.

What brand body work are you using? Maybe try a heat gun to to reshape the ram air tube to fit?
